ADULT PROTECTIVE SERVICE WORKER I

Under supervisory oversight, performs complex Adult Protective service investigations, social work assessments and case management and/or receives and investigates reports of suspected abuse, neglect, self-neglect, exploitation of a vulnerable adult, or perpetrator based abuse under the NH Protective Services to Adult Law, RSA 161-F:42. Develops, recommends, and implements a case plan designed to protect vulnerable adults and prevent future abuse, self-neglect, and/or perpetrator-based abuse, neglect, or exploitation.

ADULT PROTECTIVE SERVICE WORKER II

Performs complex Adult Protective service investigations, social work assessments and case management and/or receives, reviews, and investigates reports of suspected abuse, neglect, self-neglect, exploitation of an vulnerable adult, or perpetrator-based abuse under the NH Protective Services to Adult Law, RSA 161-F:42. Develops, recommends and implements a case plan designed to protect vulnerable adults and prevent future abuse, self-neglect, and/or perpetrator-based abuse, neglect, or exploitation.

ADULT PROTECTIVE SERVICE WORKER III

Performs increasingly complex and complicated Adult Protective service investigations, interventions, social work assessments and case management and/or receives, reviews, and investigates reports of alleged adult abuse, neglect, self-neglect, exploitation of vulnerable adults or perpetrator-based abuse under the NH Protective Services to Adult Law, RSA 161-F:42. Develops, recommends, and implements a case plan designed to protect vulnerable adults and prevent future abuse, self-neglect, and/or perpetrator-based abuse, neglect or exploitation. Provides supervision for assigned subordinates.

RESPONSIBILITIES:

ADULT PROTECTIVE SERVICE WORKER I

Receives, records, and investigates complex reports of alleged adult abuse, self-neglect and/or perpetrator based abuse, neglect, and exploitation utilizing basic knowledge of the principles of investigation and assessment.

Performs basic clinical interviews with the alleged victim, alleged perpetrator and collateral contacts in a variety of locations to gather information regarding the victim’s situation and the allegations of self-neglect or adult abuse.

Utilizes approved assessment instruments and clinical skills to conduct social work assessments of alleged victim to assess functional status, risk factors, priority level, and crisis resolution interventions.

Identifies potentially problematic and dangerous situations during the investigative process, makes an initial assessment for imminent danger of the alleged victim and seeks immediate supervision for remediation. Activates emergency response if necessary by contacting emergency personnel, notifying family members and/or other service providers.

Maintains documentation of evidence of adult abuse, neglect, self-neglect and exploitation in accordance with program policies.

Develops, recommends and implements a case plan based on the findings and outcomes of approved assessments. Provides case management for victims of self-neglect, neglect, abuse and/or exploitation. Develops a comprehensive protective investigative report, indicating the outcome of the investigation.

Makes referrals to law enforcement agencies as necessary. Works jointly with law enforcement, courts, and various related administrative, regulatory, and legal entities as it relates to the investigation, provision of services, case plan development, and in accordance with APS policies. Collaborates with the Office of Legal & Regulatory Services, Office of Behavioral Health, Bureau of Developmental Services, LTC Ombudsman Office, and the Board of Nursing.

With supervisory input, develops skills regarding providing testimony in legal hearings and in performing activities necessary to secure needed Guardianship.

Provides partial supervision of interns including providing training and instructions, and assigning and reviewing work.

Participates in program development to assess community needs and resources.

Works jointly with law enforcement, courts, and various related administrative, regulatory, and legal entities as it relates to the investigation, provision of services, case plan development, and in accordance with APS policies. Collaborates with the Office of Legal & Regulatory Services, Office of Behavioral Health, Bureau of Developmental Services, LTC Ombudsman Office, and the Board of Nursing.

Works jointly with outside agencies and legal entities and provides testimony at legal hearings. Performs activities necessary to secure needed Guardianship.

Performs clinical and collateral interviews with alleged victim, alleged perpetrator and collateral contacts in a variety of locations to gather complex and highly sensitive information and data regarding the allegations and overall alleged victim’s situation.

Utilizes approved assessment instruments and clinical skills to conduct complex, clinical social work assessments and specialized case management of alleged victim to assess functional status, risk factors, priority level, and crisis resolution interventions.

Identifies very problematic and dangerous situations during the investigative process. Makes an initial and expeditious assessment for imminent danger of the alleged victim. Activates emergency response if necessary.

Maintains documentation of evidence of adult abuse, neglect, self-neglect and exploitation in accordance with program policies. Analyzes and interprets complex data, policies, laws, individual family dynamics, human rights and service provider procedures to resolve the investigation.

Plans, evaluates, and implements a case plan based on the findings and outcomes of approved assessments and investigative findings. Provides specialized short and long term case management, supportive counseling, and follow-up social work for victims of self-neglect, neglect, abuse and/or exploitation. Develops a comprehensive protective investigative report, indicating the outcome of the investigation.

Makes referrals to law enforcement agencies as necessary. Works jointly with law enforcement, courts, and various related administrative, regulatory, and legal entities as it relates to the investigation, provision of services, case plan development, and in accordance with APS policies. Collaborates with the Office of Legal & Regulatory Services, Office of Behavioral Health, Bureau of Developmental Services, LTC Ombudsman Office, and the Board of Nursing.

Works jointly with outside agencies and legal entities and provides testimony at legal hearings. Performs activities necessary to secure needed Guardianship.

Exercises supervision over activities of assigned subordinates and interns including providing regular mentoring, supervision and professional development.

Participates in program development to assess community needs and resources and provides community education regarding Adult Protective Services and preventive education to families, facilities, providers and collaborative organizations. Represents APS in interactions and communications with public officials, professional associations and at state/national conferences.

ADULT PROTECTIVE SERVICE WORKER I

MINIMUM QUALIFICATIONS:

Education: Master’s degree from an accredited college or university with major study in social work, sociology, psychology, human services, education or related behavioral science field.

Experience: One year of work experience in social work, human services, counseling, professional case management, education or related experience.

OR

Education: Bachelor's degree from an accredited college or university with major study in social work, sociology, psychology, human services, education or related behavioral science field.

Experience: Two years of work experience in social work, human services, counseling, professional case management, education or related experience.

License/Certification: Valid New Hampshire driver's license and/or have access to transportation for statewide travel.

SPECIAL REQUIREMENTS:

For appointment consideration, APSW I applicants:

Must successfully complete thirty (30) hours of DHHS sponsored and/or approved continuing education/training in the first twelve (12) months of employment.

Must be able to travel to District Offices and/or other work locations up to 50 miles away from the assigned work location for temporary assignment or reassignment to ensure continuity of service to clients.

Must attend mandatory job training as assigned.

Must be able to tele-work from home or other sites as assigned.

Must be able to work overtime or non-traditional hours as assigned to meets the needs of clients.

For promotion from APSW I to APSW II employees:

1. Must have completed one year of employment as an APSW I.

2. Must have completed all training requirements for the APSW I.

3. Must be up-to-date with all case records.

4. Must receive a satisfactory performance evaluation and be free of disciplinary action for one (1) year immediately prior to promotion.

5. Must receive a performance based recommendation for promotion to the level of APSW II by the immediate Supervisor and approved by the APS Administrator or designee.

ADULT PROTECTIVE SERVICE WORKER II

MINIMUM QUALIFICATIONS:

Education: Master's degree from an accredited college or university with major study in social work, sociology, psychology, human services, education, or related behavioral science field.

Experience: Two years of work experience in social work, human services, counseling, professional case management, education or related work experience, one year of which shall have been as an Adult Protective Service Worker I.

OR

Education: Bachelor's degree from an accredited college or university with major study in social work, sociology, psychology, human services, education, or related behavioral science field.

Experience: Three years of work experience in social work, human services, counseling, professional case management, education or related work experience, one year of which shall have been as an Adult Protective Service Worker I.

License/Certification: Valid New Hampshire driver's license and/or have access to transportation for statewide travel.

SPECIAL REQUIREMENTS:

For appointment consideration, APSW II applicants:

Must successfully complete thirty (30) hours of DHHS sponsored and/or approved continuing education/training each year.

Must be able to travel to District Offices and/or other work locations up to 50 miles away from assigned work location for temporary assignment or reassignment to ensure continuity of service to clients.

Must attend mandatory job training as assigned.

Must be able to tele-work from home or other sites as assigned.

Must be able to work overtime or non-traditional hours as assigned to meet the needs of clients.

For promotion from APSW II to APSW III employees:

1. Must have completed one (1) year of employment as an APSW II.

2. Must have completed all training requirements for the APSW II.

3. Must have successfully completed the Supervisory Certificate Program or similar training as approved by the APS Administrator or designee.

4. Must be up-to-date with all case records.

5. Must have demonstrated leadership skills, including conflict resolution, team building and motivational skills as demonstrated in a promotional interview.

6. Must receive a satisfactory performance evaluation and be free of disciplinary action for two years immediately prior to promotion.

7. Must receive a performance based recommendation for promotion to the level of APSW III by the immediate Supervisor and be approved by the APS Administrator or designee.

ADULT PROTECTIVE SERVICE WORKER III

MINIMUM QUALIFICATIONS:

Education: Master’s degree from an accredited college or university with major study in social work, sociology, psychology, human services, education or related behavioral science field.

Experience: Three years of work experience in social work, human services, counseling, professional case management, education or related work experience, one year of which shall have been as an Adult Protective Service Worker II.

OR

Education: Bachelor’s degree from an accredited college or university with major study in social work, sociology, psychology, human services, education or related behavioral science field.

Experience: Four years of work experience in social work, human services, counseling, professional case management, education or related work experience, one year of which shall have been as an Adult Protective Service Worker II.
